BASIC GUIDELINES

Big Ticket USA agrees to offer paid lottery ticket advertising only to legitimate companies authorized to operate in the lottery agency’s operating area.

Big Ticket USA reserves the right to decline any advertiser that may detract from the reputation or image of the lottery agency and/or its licensees.

Big Ticket USA reserves the right to decline any advertiser or ad which may be construed as sexual, biased, racist and/or not in good taste or judgment whether in text or photography. All advertisements will be required to following all rules and regulation of the lottery agency’s operating area.

The lottery agency may also reject any advertiser that does not meet its standards.

COUPON EXPIRATION: All advertisement coupons or discount offer expiration dates (if any) will be required to have a minimum of three (3) months from the date of drawing for which the ticket was purchased.

Big Ticket USA intends on meeting any and all licensing requirements and background checks of corporate officers as required by the lottery agency. When approved, Big Ticket USA will become a NASPL-certified corporation.

Big Ticket USA will be supplying all licensed online ticket printer vendors with approved advertisements digitally, allowing Big Ticket USA to go directly computer to plate. Big Ticket USA will NEVER physically handle any lottery ticket stock.

ALL SECURITY AND DISTRIBUTION TO REMAIN IN EFFECT.

INCREASE LOTTERY TICKET SALES

Currently, when the customer who purchases a lottery ticket does not win, the customer has two choices: either discard the losing ticket or perhaps save the ticket for tax purposes. By incorporating paid advertising to the reverse side of the preprinted lottery ticket, the customer has another choice. The customer may save a dollar or two, and/or perhaps do business with a company this person may not have considered previously. By utilizing this format, the customer now “wins” each time a lottery ticket is purchased.

Big Ticket USA will offer second chance drawings for new cars and/or merchandise when applicable. Big Ticket USA will recycle all non-winning tickets when contest drawings are completed.

EARN NEW BUSINESS

The advertiser that chooses to utilize the reverse side of a lottery ticket may now either earn a new client or put their company in better standing with its current customers. Their investment may be used as a tax credit when applicable. The advertiser now “wins” as lottery proceeds help benefit education or other institutions designated by the individual state lottery agency.

REDUCE OPERATING EXPENSE

The lottery agency and its licensees “win” as now they reduce their operating expense when allowing Big Ticket USA to assume the cost involved in the purchase of preprinted lottery ticket stock. ALL EXISTING SECURITY, AS WELL AS DISTRIBUTION MEASURES WILL REMAIN IN FORCE AND IN EFFECT. Big Ticket USA agrees to continue to utilize existing authorized online ticket stock printer vendors who are currently providing the preprinted ticket stock to the lottery agency.

THE LOTTERY TICKET

In order to indemnify the lottery agency and/or its licensees, along with Big Ticket USA, from any and all litigation, ticket modifications are as follows:

a) Not responsible for lost, stolen or ad redeemed tickets.
Rule: It is the ticket holder’s responsibility to check ticket(s) for accuracy.

b) It is not the intention of the lottery agency and/or its licensees to either endorse or oppose any advertiser and is not responsible for typographical errors or the performance of any advertiser on these tickets (* see below “c”).
Indemnifying the lottery agency and/or any licensee from any and all litigation.

c) Big Ticket, LLC and/or its licensees are not responsible for typographical errors or the performance of any advertiser on these tickets.
All advertisers will be required to submit ad copy and review copy “proof” for accuracy, make any necessary corrections, sign, date and return accepted “proof” prior to printing.

e) Void where prohibited.
Required to not violate any state law.

f) Partial ads acceptable.
Some lottery agencies utilize a variable length ticket. Offers in whole or in part are considered acceptable.

BIG TICKET USA HAS THE ABILITY TO PLAN AND CONTROL IMPLEMENTATION

Because the staff assigned will have considerable expertise in conducting similar sales, building brand loyalty and in transferring their knowledge, skills and expertise, we will carefully structure our approach so that the lottery agency and the online vendor management will participate actively and become an integral part of the paid online advertising engagement team. Therefore, on completion of the paid online advertising project, the lottery agency and the online vendor will possess a base of residual knowledge that will be invaluable in addressing future opportunities and other strategic manufacturing questions. For example, we believe that the lottery agency will be able to more effectively monitor sales forecasts, project productivity and ticket stock distribution more accurately. This will help determine when and where additional ticket stock may be needed in the future.

Once the paid online advertising ticket format has been approved, it will be important to implement this project without delay.

Our team will also need information to properly implement and allocate resource, including monitoring task completion cost, identifying potential problems, delays and turnaround time. As well as reallocating resources to maintain schedules and achieving time and cost objectives. These control techniques will insure that the implementation of the paid online ticket advertising project will proceed smoothly and will be completed on time and within budget.

Although a more definitive phase of the proposed project lies outside of these guidelines, Big Ticket USA will need to develop certain strategies for completing and exercising certain options, hence it is extremely important to implement this plan without further delay. Understand that our significant experience in successfully implementing comprehensive plans and strategies for increasing lottery ticket sales will become an invaluable asset to the lottery agency.

Big Ticket USA’s responsibility will be to provide at no cost to the lottery agency the preprinted lottery ticket stock utilizing the existing approved printers.
